AnimateGif is a small utility that will quickly create animated GIFs. It has a really simple interface that anyone can use, and you can set frame delay and loop options. All you have to do is drag and drop your GIF files on top of the main window, setup the frame delay and press Animate.

AnimateGif is free to use and available in portable form, meaning you only need to extract the contents of the archive and run.
